Sex Advice: HIV-infected patient handling tap in toilet

Question. If an HIV-infected patient, with residual sperm on his fingers, handles a tap in a public toilet; followed by a normal person using the same tap and washing his penis, are there chances of the latter contracting an infection?

If it happens to be sperm or vaginal secretions which are not too old and someone with cuts on his or her fingers happens to come in contact with these infected secretions ,then there is a possibility of getting infected!with HIV so beware.
